Hetura Project

The Hetura Project exchange programme between the Townsville City Council and Port Moresby is to assist NCDC in capacity building in service delivery.

The programme commenced in 2003 and was trialed with the Regulatory Services Department of NCDC.

The key areas of the project included organizational structure, policy formulation, information and technology and human resources.

The project is in the second phase now commencing 2010 and the targeted (divisions) are Regulatory Services, Community & Social Services and Finance and Administrations.

The Townsville delegations meet with officers and managers of the Commission individually to generate discussion and exchange of information regarding how communication operates in PNG and what organizational communication channels to develop further.

The objective of the Hetura Project - Townsville City Council and Port Moresby

  • Provide NCDC staff with an overview of communication channels and processes that operate within our councils
  • Provide information on communications (three types: Individual, Groups, Meetings
  • Generate discussion and exchange of information regarding how communication operates in PNG and what organizational communication channels to developed further
  • Establish an action plan of 3-5 agencies so that NCDC Management to further developed an action plan
